Lol screened layers overlapping the original image and saved as a web image. What program do you use?

This is a snow tutorial that I originally used to learn animations. It's written for ImageReady, but the same concept applies pretty much everywhere. As long as I have the individual layers for whatever I'm trying to make, I can adapt the animation setting in PS3 to do the same. It just doesn't want to open pre-saved layers like ImageReady did, and I haven't had the time or attention to figure out why just yet. Sometimes I miss my older programs. ;;
